Davis is a published author whose commentary on energy policy, AI infrastructure and electricity markets has appeared in The Wall Street Journal, RTO Insider, The Virginian-Pilot and the Richmond Times-Dispatch. His Wall Street Journal commentary, “Two Virginia Counties Diverge on AI Data Centers,” examined how contrasting local approaches to data-center development affect economic growth, energy policy and America’s ability to compete in artificial intelligence.
Award-winning engineering paper. Davis is a co-author of “Advancing Clean Energy Education through a Small Modular Reactor Simulator and Cross-Sector Collaboration,” presented at the 2026 American Society for Engineering Education Annual Conference & Exposition. Co-authored with George Mason University professor Dr. Liling Huang and Julianne Szyper, the paper received the Best Paper Award from ASEE’s Energy Conversion, Conservation and Nuclear Engineering Division. It presents a model for combining government, academic and industry partnerships to advance nuclear engineering education, simulator-based instruction and workforce development.

Professional Background
Glenn Davis is the founder of Davis Energy & Infrastructure Strategy Group. He previously served as Director of the Virginia Department of Energy, where he led statewide energy strategy, advanced-nuclear initiatives, PJM engagement and planning for rapidly increasing electricity demand. He also served nearly a decade in the Virginia House of Delegates and previously represented Virginia Beach on its City Council. Before public service, he founded and led a national technology and telecommunications company.
He currently advises governments, utilities, energy companies, data-center developers and investors on energy policy, large-load integration, electricity markets, nuclear deployment and infrastructure strategy.
