Davis Energy & Infrastructure Strategy Group was founded by Glenn Davis, former Director of the Virginia Department of Energy and a longtime state legislator. Appointed by Governor Glenn Youngkin to lead Virginia’s energy agency, Glenn directed statewide energy strategy, advanced nuclear initiatives, PJM engagement, and planning for rapidly growing electricity demand in one of the nation’s most dynamic power markets.
The firm combines policy expertise, technical insight, and practical experience working directly with governors, state agencies, utilities, technology companies, developers, and investors. We help clients navigate complexity, anticipate regulatory and market shifts, accelerate major investments, and make confident decisions about their energy and infrastructure needs.
About Glenn Davis
Glenn Davis works at the intersection of energy policy, AI infrastructure, electricity markets, and economic development. He advises governments, utilities, technology companies, developers, and investors on meeting unprecedented electricity demand while maintaining grid reliability, protecting ratepayers, and strengthening America’s energy security.
His work focuses on AI data centers and hyperscale infrastructure, advanced nuclear deployment, PJM and wholesale electricity markets, large-load integration, power procurement, and state energy policy.
Glenn previously served as Director of the Virginia Department of Energy, where he led statewide energy strategy during a period of rapidly accelerating electricity demand. He managed a 217-person agency with a $75 million budget and worked closely with governors, legislators, utilities, regulators, manufacturers, and technology companies.
Under his leadership, Virginia secured two public small modular reactor development announcements, created the Virginia Clean Energy Innovation Bank, and expanded cumulative five-year federal energy awards from approximately $75 million in 2022 to more than $750 million in 2025. He also directed the update of Virginia’s All-American, All-of-the-Above Energy Plan, which used detailed modeling to evaluate the generation and infrastructure required to meet the Commonwealth’s growing electricity needs.
Glenn currently serves on the Oak Ridge National Laboratory MEGA-DC Advisory Board and the Tennessee Valley Authority Regional Energy Resource Council. He previously served nearly a decade in the Virginia House of Delegates, where he chaired the House Education Committee and several technology, innovation, cybersecurity, and appropriations committees and subcommittees. He also served on the Virginia Beach City Council.
Before entering public service, Glenn founded and led a national technology and telecommunications company, expanding its operations to 146 franchise territories across 48 states before successfully exiting the business after more than 20 years as president.
Glenn’s work has been published in The Wall Street Journal and RTO Insider. He is frequently invited to speak and provide expert commentary on AI infrastructure, electricity markets, advanced nuclear energy, grid reliability, and state energy policy. He is also the co-author of an award-winning ASEE paper on innovation in nuclear engineering education and workforce development.
